The Supreme Court ruled that safety inspectors from the Occupational Safety and Health Administration could not make spot searches of facilities without a warrant. But the majority suggested alternate procedures that indicate the inspections program will not change much. [Page A1]. Eula Bingham, head of the agency, said that, if employers “are not forthcoming, we will serve warrants automatically.” [D1.]
