The Treasury borrowed up to $1.5 billion worth of marks in an offering of bonds to investors in West Germany. Proceeds of the issue, the Treasury's first in a foreign currency, are to be used to buy unwanted dollars whenever the American currency comes under heavy selling pressure in foreign‐exchange markets. The issue consists of three‐year notes yielding 5.95 percent and four‐year notes yielding 6.20 percent. [Page A1.]
