Recent anti-inflation regulations announced by Adm, warning that cos which violated guidelines would be barred from Fed purchasing contracts whenever possible, seen tempered by fact that Govt plans to use sanction only against violating cos with individual purchasing contracts of at least $5 million; only about 2,500 of 2 million to 3 million purchasing contracts now in effect are of that size; under program, 400 of nation's biggest cos with sales of more than $500 million will be monitored for compliance; another factor in Govt's decision is recent ct challenge of Carter's program involving Govt, Western Pulp and Paper Workers and Crown Zellerbach Corp (M)

Carter's announcement that he is restoring $2 billion for domestic soc and econ programs to his planned fiscal '80 budget was result of options given him by OMB Dir James T McIntyre and other budget officials at last major budget-writing session; move enables Carter to placate some important Dem Party constituencies and still keep prospective deficit to $29 billion; Carter could have held deficit to $27 billion by ratifying spending levels that McIntyre proposed but decided to avoid pol costs this would have entailed; budget now shapes up as follows: spending, $533 billion; revenues, $504 billion; deficit, $29 billion; budget prepared on assumption that econ growth will slow to 2.5% and that unemployment rate will avg below 6.5%; rate is considered key to Carter's ability to withstand pressures to exceed budget for sake of more spending and jobs; budget aides put fiscal '79 deficit at $41-42 billion compared with Oct estimates of $38.9 billion (L)
