Macchiarola will ask NYS Legis to end practice whereby local ps dists whose children are in bottom 45% in reading ability in city are allowed to hire teachers from among applicants who passed Natl Teacher Examination; would reinstate Civil Service procedures, which were circumvented by natl-examination route, and require all teacher candidates to pass Bd of Examiners test; says change will help bd comply with agreement between it and US Office of Civil Rights to achieve racially balanced and distributed teaching staff in next several yrs; optional hiring was instituted to put more minority teachers into school system, but it has created segregated teaching staff in many schools and, according to some critics, resulted in illiterate teachers finding their way into ps system; Macchiarola's legis proposal would also change way teachers are assigned to schools, basing it on nonranked rather than ranked list of all those who passed Bd of Examiners test; UFT will support proposals as long as passing grade on new test is 'sufficiently high' to insure qualified teachers and so long as centralized nondiscriminatory selection and assignment procedure is instituted (M)
