An investigation of the New York City financial crisis was officially dosed by the Securities and Exchange Commission, which took no enforcement action against the city officials and institutions who were criticized in a previous staff report. But the S.E.C. restated its longstanding endorsement of legislation that would expand and standardize the disclosure requirements for marketing municipal securities. [Page A1.]
