Jersey Bus Service Declining Despite Big Subsidies

NJ'S bus system is plagued by unreliable service, rapidly rising fares and declining ridership; state audits show that substantial portion of $300 million in state and Fed subsidies has been used in ways that have little or nothing to do with improving service; funds, which went to 129 private bus cos in state, were used to pay old pension commitments, to pay for ‘no show’ jobs for relatives of owners and to finance executive vacations; NJ Legis is engaged in debate over Gov Byrne's proposal for state takeover of bus cos; Gambaccini notes that state does not have formal set of written rules for $55 million subsidy program; state has started negotiations for purchase of most troublesome of bus cos, Transport of NJ, which is owned by Public Service Electric & Gas Co, and whose losses in current fiscal yr will reach nearly $37 million; illus (M)

Born to singer Bill Hudson and actress Goldie Hawn, Hudson made her film debut in the 1998 drama Desert Blue, which was followed by supporting roles in several films. She rose to prominence with her portrayal of Penny Lane in Cameron Crowe's musical drama Almost Famous (2000), for which she won a Golden Globe for Best Supporting Actress and received an Oscar nomination in the same category.
