Mideast Peace A Lot Like War

Since Israel refuses to recognize the Palestine Liberation Organization (and vice‐versa), there was a certain logic to Prime Minister Menachem Begin's offer last week to talk peace with the Lebanese Government of President Elias Sarkis while Israeli troops were attacking the Palestinians again on Lebanese turf. That Mr. Sarkis refused the offer was hardly surprising, since the Syrians control most of Lebanon except for the south, where the Palestinians seem to answer to no one—least of all Mr. Sarkis.
