VIENNA — It has become the custom of the Carter Administration, since the bruising disillusionment of its first foreign policy mishaps two years ago, to play down the prospects of Presidential missions in advance and thus make any achievements seem more substantial and impressive. So it is only natural

Perhaps more than any other recent American President, Jimmy Carter has been unable to translate foreign policy achievements into popularity at home. Tomorrow in Vienna, he and Soviet President Leonid I. Brezhnev will sign a strategic arms limitation treaty that has been his Administration's most sought foreign policy goal. Yet, because his domestic standing is at an all‐time low, the fight for SALT II ratification is more chancy than any other, from Panama to Rhodesia, to China and the Middle East.
