WASHINGTON, June 20 — The Supreme Court, in a 6‐to‐3 ruling today, upheld the constitutionality of state laws that allow parents to commit their minor children to stateimental institutions.

US governors, at series of public conferences, Cedar Rapids, Iowa, have in effect forced Carter Adm to be more permissive in granting export licenses; conferences exposed high Adm officials, such as Commerce Sec Juanita Kreps, Agr Sec Bob Bergland and Labor Sec Ray Marshall, to business executives who want to expand their exports but who say they are hampered by confusion, delay and outworn policies in Washington; special trade representative Robert S Strauss acknowledges that administration of export controls suffers from 25 years of neglect and bureaucratic squabbling, but says business community must share blame also for wanting subsidies not in keeping with American tradition; Adm has agreed to actively support series of amendments sponsored by governors to extend '69 Export Administration Act, which expires Sept 3; Strauss illus (M)
