President Carter proposed a six‐point energy package intended to save 4.5 million barrels of imported oil a day by 1990. In a nationally televised address he described a “crisis of confidence that is. threatening American democracy.” His energy package called for: the imposition of import quotas, development of synthetic fuels, more solar energy, a shift by utilities from oil to coal, a new Energy Mobilization Board and conservation measures.
