In the 30 months that Andrew Young has served as United States delegate to the United Nations, President Carter has several times resisted demands that the outspoken former civil rights leader be dismissed. Last week, after it was disclosed that Mr. Young held an unauthorized meeting with representative of the Palestine Liberation Organization and then lied about the nature of the meeting, the President quickly accepted the Ambassador's resignation. But, despite his departure, some Israeli officials, their American supporters and American blacks expressed doubts about whether he had really violated Washington policy against dealings with the P.L.O. or simply had gotten too far ahead of a shifting Administration attitude toward the guerrilla group.
