President's Commission on Accident at 3 Mile Island is to recommend that Government not permit construction or operation of new reactors until state and local emergency plans have been approved; will not recommend revocation of licenses for reactors in states without approved emergency plans, but will recommend that all licenses be subject to periodic review and renewal; among other reported recommendations is one that Nuclear Regulatory Commission, an independent agency headed by commissioners, be abolished and replaced by executive branch agency headed by single administrator (M)

ONE Saturday, the neighborhood went to a wedding. It had been a long time since anybody in the block had got married. In fact, over the past several years, the block in Washington had been nit by a distressingly high number of separations and divorces. These, plus the deaths of Bertha and Bernie Topkiss, the resident “grandparents” on the street, who died within six months of each other, had made holes in the neighborhood, and the Topkiss's middle‐aged, unwell daughter Connie, who lives alone in the house, cries often. She is afraid of being alone.

Food for Cambodians was pledged by President Carter, who announced that Washington would provide up to $70 million as part of an international aid program. Earlier, Senator Edward M. Kennedy assailed the Administration for what he charged was a lack of concern as “disease and famine” spread in Cambodia. The Senator called for the United States to begin an immediate “airlift of food and medicine” to Cambodia. [Page A1, Column 6.]
