The influenza outbreak in New York City has reached "epidemic proportions," according to city officials who said yesterday that they had called in an expert from the National Center for Disease Control in Atlanta for advice.

CHICAGO, Feb. 10--The city's striking public school teachers were scheduled to return to work tomorrow after voting overwhelmingly yesterday to approve a compromise agreement with the Board of Education that eased proposed teacher layoffs and salary cuts.

Faced with the growing costs of processing and mailing out bank statements, a small branch of the Mercantile-Safe Deposit and Trust Company of Baltimore is attacking the problem at its roots. It has stopped returning canceled checks to some customers.

MINEOLA, L.I.--Telephone technology has finally caught up with the problems that have hampered the adoption of the 911 emergency number--the lifeline for New York City residents for the last 12 years--by most of the city's suburbs. But many suburban communities, worried about losing touch with their local Police and Fire Departments, are still resisting the change.

WASHINGTON, Feb. 10--Political action committees representing unions, corporations and other special interests, which played only a minor role in the Presidential races of 1976, are contributing far more to the preconvention campaigns of the major-party contenders this time around.
