ATLANTA, April 30--Bert Lance, the former Federal budget director, was found not guilty today of nine bank fraud charges, ending the longest trial in Georgia history. The jury deadlocked and was unable to return verdicts on three other counts against him, resulting in a mistrial on those charges.
