The Energy Department intends to change its regulations in a move that would result in an adjustment of gasoline prices throughout the country. Some companies, particularly the Standard Oil Company (Ohio), would have to raise their prices while most others would have to lower theirs, a department official said yesterday.

The beleaguered Liggett Group Inc. and Standard Brands Inc. announced an agreement in principle yesterday for Standard Brands to offer $65 a share for up to 45 percent of Liggett's common stock and for an eventual exchange of shares that would bring about a complete merger of the two companies.
