The majority of the complaints are about alleged overcharging, but apparently stricter landlord enforcement of rental leases is also prompting inquiries from tenants.

LEBANON, Ohio--The Lebanon Correctional Institution, a large, medium-security state prison for first offenders, sits on a hill like a flattened castle, dominating the countryside for miles around. Inside its brick walls are 2,000 young men who went wrong in Cincinnati or Dayton or Columbus, most of them housed two men to a cell designed for one.
