Howard (Buddy) Jacobson, the former race horse trainer who was convicted in April of murdering a rival for the affections of a woman with whom he had formerly lived, escaped yesterday from the Brooklyn House of Detention for Men where he was waiting to be sentenced, the police reported.

Complaints against landlords in New York Clty are sharply on the rise, according to public and private agencies concerned with the problem. The majority of the complaints are about alleged overcharging, but apparently stricter landlord enforcement of rental leases is also prompting inquiries from tenants.

LEBANON, Ohio--The Lebanon Correctional Institution, a large, medium-security state prison for first offenders, sits on a hill like a flattened castle, dominating the countryside for miles around. Inside its brick walls are 2,000 young men who went wrong in Cincinnati or Dayton or Columbus, most of them housed two men to a cell designed for one.
