WASHINGTON, July 8--With President Carter's forces solidly in control, the Rules Committee of the Democratic National Convention brushed aside Senator Edward M. Kennedy's supporters tonight and adopted a proposal that would virtually guarantee the President's renomination.

WASHINGTON, July 8--The Securities and Exchange Commission filed a complaint today alleging misuse of corporate assets by Jack M. Catain Jr., the head of Rusco Industries. At the same time, Mr. Catain resigned his long-held positions as chairman and chief executive officer of Rusco, a Los Angeles-based industrial products company.

Jane Cahill Pfeiffer was relieved of her duties as chairman of the National Broadcasting Company yesterday afternoon by Fred Silverman, the concern's president, just hours after she had issued a statement denying that anyone had requested her resignation.
