WASHINGTON, July 8--With President Carter's forces solidly in control, the Rules Committee of the Democratic National Convention brushed aside Senator Edward M. Kennedy's supporters tonight and adopted a proposal that would virtually guarantee the President's renomination.

ALBANY, July 8--If you shout abuse at someone over a telephone or send it in a telegram, that might be criminal harassment, but not if you shout the same abuse over a citizens' band radio. The Court of Appeals reversed a lower court today and ruled that because of the wording of the law, the medium counted more than the message.
