WASHINGTON, Sept. 9--Prime Minister Mohammed Ali Rajai of Iran seemed to respond sharply today to a new proposal by Secretary of State Edmund S. Muskie for talks on the 52 hostages, saying that the United States had to "repent" and that Iran rejected compromise.
