WASHINGTON, Dec. 7--Presidentelect Ronald Reagan's transition team for the Central Intelligence Agency has proposed several sweeping changes in the organization and operations of the nation's intelligence programs, including increased emphasis on covert action abroad, according to Mr. Reagan's advisers.

LISBON, Monday, Dec. 8--Gen. Antonio Ramalho Eanes won a striking victory over his main right-wing challenger this morning in Portugal's second presidential election since the 1974 revolution.

HARTFORD, Dec. 7--When the celebrities at a charity fund-raiser the other night were asked to stand up and talk about the greatest handicap each had overcome, Harry J. Gray, the chairman and chief executive officer of the United Technologies Corporation, joked that his biggest handicap used to be that the Government would only let him acquire one company at a time.

WHITE PLAINS, Dec. 7--The Westchester County Executive said today that he would ask his counterparts from across the state to urge the State Legislature to permit counties to adopt their own fire codes.

Under a tightened admissions policy, thousands of ill people who would have been accepted a few years ago into New York State psychiatric hospitals are being turned away, and they are packing New York City's hospitals beyond capacity.
