The headline supplied by editors yesterday on a Washington dispatch about Secretary of State George P. Shultz's reaction to Tokyo lobbying by Michael K. Deaver in behalf of Puerto Rico misstated a key point of the dispatch. Mr. Shultz questioned the ''appropriateness'' of an investment proposal backed by Mr. Deaver involving Japan and Puerto Rico; he did not reprimand or rebuke Mr. Deaver.

On the eve of his indictment in March in New York City's corruption scandal, E. Martin Solomon, a 48-year-old vice president of Citisource Inc., called his elderly father in Florida to soften the impending shock. It was one of the most trying moments in the lives of both men and, even now, weeks before he or anyone else is to go on trial in the case, Mr. Solomon is still telling friends and neighbors that he is not guilty of the conspiracy charges. Robert R. Richards - the president of Citisource, who pleaded guilty to conspiracy and whose grand jury testimony helped prosecutors to indict Mr. Solomon and others, including Stanley M. Friedman, the Bronx Democratic leader - is under pressure of another kind. Mr. Richards faces imprisonment. And with ''this sword of Damocles hanging over him,'' according to his lawyer, Richard Librett, he has been unable to find work and is without an income. ''He's trying to put his life together,'' Mr. Librett said.

Because of a transmission error, an obituary yesterday of a leading baritone with the New York City Opera misspelled his name. He was William Dansby, not Damsby.

The Presidential commission on the space shuttle disaster will urge the space agency to review many critical components in the shuttle besides the faulty rocket joint that caused the disaster. Several of the 13 commissioners said in recent interviews that they particularly wanted to warn against what one called a ''quick fix'' to get the shuttle flying again before it is safe to do so. The final report on the Jan. 28 disaster, which killed seven astronauts, is to be released Monday. The sources said it would assert that there were potentially hazardous safety problems in many aspects of shuttle operations. These will have to be addressed and key repairs made if necessary to prevent possible future losses of shuttles and their crews, the sources said.

The Supreme Court struck down a New York State law today that had the effect of restricting discounting by liquor producers in other states. The 5-to-3 decision, reversing a ruling by the New York Court of Appeals, held that the New York law unconstitutionally interfered with interstate commerce by dictating the minimum prices that liquor producers or distillers may charge wholesalers in other states. The Court's ruling also appeared to invalidate nearly identical laws in 19 other states, including New Jersey and Connecticut. It cast doubt on the constitutionality of somewhat similar provisions in yet another 19 states, including 18 that purchase and resell all liquor to be consumed within their borders.
