Nortuck Venture Corporation, the developers of the Tower Club at Westchester, clearly thought an elaborate marketing effort would be necessary to sell its 200-unit condominium project in Tuckahoe. The company built a temporary sales office with a fully landscaped, 25-foot-high atrium and it completely furnished four model apartments. But earlier this month, the apartment-house phase sold out on the first Saturday that the two-phase project opened for sales. ''We closed in an hour,'' said Richard Lituchy, a Nortuck principal.

WHEN Morris 2000 - a term used to denote both a volunteer study group and a process - pondered a report last November urging a stronger planning role for Morris County government in managing the county's phenomenal business growth, municipalities positioned themselves for a fight over home rule. The fight erupted when three bills to increase the powers of county planning boards were introduced in the Legislature. The measures are now before the Assembly's County Government and Regional Authorities Committee, and Assemblyman John S. Penn, Republican of the 16th District (parts of Hunterdon, Morris and Somerset Counties), the committee chairman, is holding public hearings. ''We're looking into all the bills and getting input from counties, municipalities and developers on what they perceive the role of county planning boards to be,'' Mr. Penn said.

The United States has assembled conclusive evidence showing that Gen. Manuel Antonio Noriega, the military strongman of Panama, ordered the Panama Defense Force to intervene and overturn the results during the 1984 Presidential elections in Panama, according to Reagan Administration officials. The officials said both the Central Intelligence Agency and secret analyses provided by the United States Embassy in Panama concluded that extensive vote fraud took place. A senior State Department official said there was ''absolutely no question'' the Defense Force's intervention came at the express order of General Noriega. A White House official with direct knowledge of the situation in Panama similarly said C.I.A. field reports had painted a clear picture of the vote-stealing and had tied it directly to General Noriega. ''I saw the original reports in the daily intelligence briefs,'' he said. ''They were extremely accurate.''

ON A recent Saturday, Mayor Marshall Boggio of Point Pleasant Borough officiated at five weddings. That was a record for Mayor Boggio, an engineer by profession, who estimates he marries about 100 couples a year. He performed his first ceremony, he said, 10 minutes after being sworn in as Mayor on New Year's Day 1983. ''It left me with a good feeling,'' he recalled. ''Marrying people is certainly one of the more enjoyable things that a mayor does.''

President Reagan, saying criticisms of his judicial nominations were politically motivated, today denounced ''partisan use of the confirmation process'' by Democrats in the Senate. Defending his appointments to the Federal bench, which have come under increasing criticism in his second term, Mr. Reagan said the attacks were aimed at qualified conservatives who simply failed to conform to ''liberal ideology.'' He said his judicial appointments were marked by candidates of ''proven abilities and the finest character.'' The remarks, in the President's weekly radio address, were his sharpest criticism of Democratic senators and some legal scholars who have said the quality of his judicial appointments, especially those submitted for Federal appeals courts, had declined markedly in his second term.
