International U.S. troops are in Bolivia to help in a series of raids against major drug traffickers, Reagan Administration officials said. They said that a C-5A transport carrying six helicopters and at least 100 American troops had landed at Santa Cruz, Bolivia. The Americans are to take Bolivian forces to at least 35 drug facilities. [ Page A1, Column 6. ] The drug flow through Turkey defies control, according to American and Turkish specialists. They say political upheavals in opium-producing countries and a large increase in heroin addiction in Europe have produced a flow of narcotics from South Asia and the Middle East that is more difficult to police. Dillon, Read & Company, an old and prestigious name on Wall Street, will be sold to the Travelers Corporation for $157.5 million, the companies announced yesterday. The sale will mark the disappearance of yet another private firm from Wall Street, which at one time was dominated by small, shrewd investment banking partnerships like Dillon, Read. Under the leadership of Clarence Dillon, who added his name to the house in 1921, the firm helped finance and build what would become several of this country's industrial giants, including the Goodyear Tire and Rubber Company and the Chrysler Corporation. But as the securities markets have mushroomed and have grown more volatile and global, the smaller firms have been forced to build up huge pools of capital to compete.

A news analysis article in Metropolitan Report on Monday about Federal and local efforts against cocaine misstated the indictment rate for people arrested on felony drug charges in New York City. Two out of three people arrested on such charges last year were not indicted, according to the state's Division of Criminal Justice Services.

Companies Litton's military contracting unit agreed to plead guilty to 325 counts of fraud for overbilling the Defense Department by $6.3 million, the largest case of false billing against a military contractor. Litton Systems agreed to pay $15 million, the maximum allowable, in fines, penalties and interest. An Assistant U.S. Attorney said that Litton executives, using blank receipts obtained from subcontractors, charged the Pentagon up to four times the true price for various electronic components. [ Page A1. ] Hundreds of millions of dollars are at stake for the F.D.I.C. under the plan that allowed a major Oklahoma bank to reopen under new ownership. First National Bank and Trust was bought by First Interstate Bancorp of Los Angeles in an arrangement that analysts said was favorable to First Interstate. [ D1. ]

An undersea robot entered the sunken luxury liner Titanic today through a skylight, worked its way down the grand stairway and descended four levels for the first view of the great wreck's deep interior. Under remote control from a submarine perched on the upper deck, the video robot was driven into one first-class room and photographed a many-tiered chandelier still intact after 74 years under the icy North Atlantic 850 miles from here. In a triumphant radio communication with the expedition's headquarters here, the leader, Dr. Robert D. Ballard, said that because the mission fulfilled a long ambition of his, ''it was like landing on the moon.'' Mission Is Testing Robot His excitement was prompted especially, he said, by being able to ''go down four decks and go into one of the rooms and look up at a beautiful chandelier.'' The self-propelled vehicle loaded with television and still cameras is called Jason Jr., and this trip, financed by the Navy, is officially a test of its abilities. The robot is scheduled for eight more dives on this mission, one each day, weather permitting, and will explore as much of the ship's interior as it can.
