A state panel charged with finding a successor to New York City's aborted Westway project will recommend construction of a six-lane highway on the West Side of Manhattan between the Battery and 42d Street, panel members disclosed today. The design includes four sections that would go under or above cross streets to speed traffic and protect pedestrians, a waterfront park in Chelsea and walkways and bicycle paths along its entire length. It would fit within the existing West Side streets. The 22-member group agreed on the proposal at a weekend retreat here, four months after Governor Cuomo and Mayor Koch asked for solution of one of the city's most intractable transportation and environmental conflicts.

South Korea announced today that North Korean loudspeakers along the border had reported that Kim Il Sung, the North's leader, had been shot to death. The reports could not be independently confirmed, and the North Korean embassies in Peking and New Delhi issued denials, deepening the uncertainty. The embassy in Peking called the report ''a total fabrication.'' In New Delhi, a North Korean diplomat said, ''In my opinion these reports are not true and are actually South Korean propaganda.'' No U.S. Confirmation A spokesman for United States forces in South Korea said that they had ''no independent confirmation'' that the North Koreans had made any announcement over the loudspeakers across the demilitarized zone. [ In Washington, high-level military sources said the Pentagon had received reports of Mr. Kim's death as early as Saturday. They said no special alert had been ordered for American forces in the region. ] A Cult of Personality The death of Mr. Kim would have a great effect not only on North-South relations in Korea but also on security considerations throughout the region.

Persecution of Jews in Iran has reached such intensity that hundreds of them have joined a much larger exodus of Moslem Iranians fleeing the country, according to refugee officials here. While Jews have been leaving Iran since the popular upheaval that overthrew Shah Mohammed Riza Pahlevi in early 1979, the officials said the latest outflow was by far the biggest and most sustained since the time of the revolution. Some refugees who have arrived in Vienna estimated that at any time 500 Jews were being detained in Iran, many accused of being Zionists. Others, they said, have been arrested for purposes of extortion. Other Groups Are Targets At the same time, however, the refugees stressed that the travails of Iranian Jews were less severe than those of the Bahais, who are regarded as heretics by Moslems.

The Justice Department last Friday served subpoenas on at least 10 Wall Street professionals in a widening investigation of the insider trading scandal that forced Ivan F. Boesky to pay $100 million for illegal stock speculation, according to an industry source. A securities executive, who said he had personal knowledge of the Government's latest action, said the subpoenas were served to investment bankers and arbitrage traders at three investment houses. The executive asked not to be identified. Dennison Young Jr., an Associate United States Attorney for the Southern District of New York, declined to confirm or deny the report, or the existence of a new grand jury investigation. Charged With Criminal Act The securities executive said that the subpoenas were a direct outgrowth of the Government's action against Mr. Boesky, who has been charged with a criminal act because of the insider trading charges he settled on Friday with the Securities and Exchange Commission.

The credit markets seem to have shrugged off the possibility, raised a week ago, that the Federal Reserve might adopt a less-generous monetary policy, and are instead anticipating that stable to lower rates will be needed to sustain the economic recovery that will enter its fifth year next month. ''If avoidance of a global recession is still the primary policy objective -we believe it is - then the Fed will resume an accomodative stance in the not-too-distant future,'' economists at Merrill Lynch said in the Money Market Monitor published last week. One trader added: ''Maybe it was a good thing for the market to hear a little saber-rattling by the Fed. It was a reminder that the central bank will do what it takes to keep inflationary pressures from building.''
