LEAD: If the designers of the State Capitol had intended there to be women in the Legislature, logic says, they would have built two bathrooms in the Assembly chamber. But they did not. So up until a few years ago, when the men's bathroom was divided in two, women who were legislators ran the risk of being locked out of the chamber during an important vote.
