LEAD: Shareholders of the International Paper Company yesterday rejected a call to put to a vote the anti-takeover measures adopted by the company's board.

LEAD: ''I'm looking for the same ideal man every other woman in New York is looking for,'' said Lisa Stillwell, a 28-year-old broker. ''A man who is rich, handsome and AIDS-negative.''

LEAD: The cost of borrowing money to buy a home has climbed as much as a percentage point or more in the last two weeks, and the fear of even higher rates has some individuals rushing to apply for mortgages.

LEAD: Two years ago, responding to a plea for help from Mayor Koch, the Metropolitan New York Coordinating Council on Jewish Poverty set up what it believed to be a model program. The council took homeless men and women from city shelters, provided free room and board and social services, and hoped to help the men and women function on their own in four to six weeks.

LEAD: Governor Cuomo said today that a bill passed overwhelmingly by state lawmakers last week establishing ethics rules for themselves was unacceptably weak. He threatened to veto it if legislative leaders did not recall it by Wednesday evening.
