Intelsat Suit Accuses Ex-Chief of Kickbacks

LEAD: Intelsat charged yesterday that its former chief executive received $2.4 million in kickbacks for the construction of a new headquarters for the international satellite consortium. It also accused him of setting up bogus consulting firms that funnelled millions more to his Swiss bank account.

CAPTAIN OF STARK SAYS SHIP FAILED TO DETECT MISSILES

LEAD: The captain of the American frigate Stark said today that his ship's advanced electronic equipment had ''failed to detect'' the launching of Iraqi missiles against the vessel. He also confirmed that the Stark's antimissile defense system had been turned off and said the ship was hit before the system could be activated.
