LEAD: THE ECONOMY The U.S. trade deficit jumped to a record $17.6 billion in October as Christmas goods and other imports rose more than five times as much as exports. The result was far worse than analysts had expected and caused turmoil in the financial markets. The dollar fell to record lows against the yen and the mark, bond prices rose steeply and stocks fell.
