LEAD: THE MEDIA BUSINESS SCI Holdings has agreed to sell the stock of its company to Tele-Communications and Comcast for $1.55 billion in cash. The price is also subject to certain adjustments and apparently includes the company's debt. Tele-Communications and Comcast said that they would form a new company to buy SCI, formerly Storer Communications.
