LEAD: The New York City Police Department held a fashion show at Headquarters yesterday. There were only two models and no runway, but the creations on display represented police haute couture at its hautest: a snappy new, low-maintenance uniform with permanent creases, gold-plated buttons that do not need burnishing - or buttoning, for that matter - a lighter weight jacket with space-age insulation and ''patent leather look-alike shoes'' that never need polishing.
