Zia's Dominance Leaves No One in Line But Military Is Likely to Maintain Control

LEAD: President Mohammad Zia ul-Haq so thoroughly dominated Pakistani public life since he seized power in a military coup in 1977 that his death in a plane crash today left no individual in line to succeed him. But given the military's preponderance since independence in 1947, it seems likely that General Zia's sweeping, authoritarian powers will be claimed by the army.
