LEAD: Town meetings were once a wondrous thing. The whole town came to a hall, citizens spoke their minds, then they counted hands and knew what to do. Today, too often a town meeting will turn into a total zoo, making professional wrestling look like brain surgery. A small part of the town comes, everyone pushes and shoves for a spot in front of the television news cameras, and then, to prove that they are right, people yell their opinions.
