LEAD: The New York State Health Commissioner yesterday took four actions to reduce overcrowding in emergency rooms in New York City, including the installation of a citywide data bank to keep track of how many emergency room beds are available from moment to moment.
LEAD: For generations, St. Rocco's, St. Stanislaus and other sturdy Roman Catholic churches were the heart of Irish, Italian and Eastern European communities here. But now the neighborhoods are predominantly black. Few residents, and few children in the churches' schools, are Catholic.

He would then lure his victim to his vehicle, at which point he would bludgeon her unconscious, then restrain them with handcuffs before driving them to a remote location to be sexually assaulted and killed.
