By 35, the suburbanite's got himself a car, a house, an insurance policy, a couple of nice calendars from his agent and then, suddenly, this perfectly decent man gets a craving to bore and humiliate everyone dear to him.

LEAD: The amount of taxpayer money needed under President Bush's plan to rescue the savings and loan industry is almost $20 billion higher than initially described by the White House, according to an analysis of data released by the Administration.

LEAD: Italy's principal state holding company today approved a plan for the American Telephone and Telegraph Company to become a partner with Italtel S.p.A., the state-owned telecommunications equipment manufacturer, putting A.T.&T. a step closer to clinching a major part of one of Europe's largest telecommunications modernization programs.

LEAD: THE ECONOMY President Bush presented a revised $1.6 trillion version of the Reagan budget that features a one-year freeze in the military budget at the level of inflation and modest spending increases in some domestic programs. He said the projected revenues for 1990 will be $80 billion more than they are this year.

LEAD: A delegation representing 30 Hispanic organizations in New York City told Mayor Edward I. Koch yesterday that they had lost all faith in Police Commissioner Benjamin Ward's ability to deal with their longstanding complaints but were prepared to work directly with the Mayor to resolve them.
