LEAD: In the early 1980's, when Americans started switching from Scotch to seltzer, it seemed to be just another ebbing in the cycle of rising and falling consumption of alcohol. But what seemed to be a passing fancy now appears to have taken root as a fundamental change in American culture.
LEAD: Food stores around the country pulled tons of grapes and other fresh fruit from their shelves today as the Food and Drug Administration broadened its investigation of a possible attempt to poison Chilean produce with cyanide.
LEAD: In a case involving Federal racketeering charges against sports agents, a jury heard testimony today from a man who described himself as a member of the Colombo crime family and said he was a silent partner in the sports-agency business of Norby Walters.
LEAD: When William J. Grinker took over as head of the New York City Human Resources Administration in December 1986, he talked of renting gymnasiums for group discussions with many of the agency's 26,000 employees. He would carry his message, if not directly to the 1.1 million poor people his agency serves, then at least to those who work in the welfare centers and homeless shelters and child protection offices.
LEAD: The European Community today moved closer to a common policy on television broadcasting as it agreed to limit programs from the United States and to restrict commercials.
