Bush Choice for Health Post Withdraws Under Pressure

LEAD: Under fire from conservative Republicans, Drew E. Altman today withdrew his name from consideration to be administrator of the agency that oversees the $100 billion Medicare program. It was the second time in two days that a person chosen for a top Bush Administration position had withdrawn under such pressure.
