LEAD: THE 13-STORY St. Andrew Hotel guarded the northwest corner of Broadway at its intersection with Amsterdam Avenue and 72d Street for half a century until it was pulled down during the Great Depression to make way for a two-story retail development that, in those hard days, paid a better return than old hotels.

LEAD: An 1890's brewhouse in Middletown, N.Y., abandoned for more than half a century, is being redeveloped into 53 moderate and low-rent apartments. The three-story structure at one time produced ''Orange County - The King of All Beers - The Cream of All Ales,'' popular in the area until the mid-30's. Local historians have cited the brewhouse, a three-story brick building with an ornate facade, as a good example of a type of local brewery that flourished in the Hudson and Mohawk

LEAD: With his players trailing Kansas by 3 points, having played as if they had seen ghosts, Norm Stewart, the Missouri coach, sat his rattled Tigers down at halftime and told them to get a grip on themselves. If anyone should be nervous, he told them, it's the visiting Jayhawks.

LEAD: IF 1989 gave the world the indelible image of vast crowds on the cobbled squares of Eastern Europe demanding democracy, then 1990 may be the year when those same crowds learn that chasing out a clutch of ham-fisted commissars was the easy part.

LEAD: The other day, NBC's ''Today'' show got a new executive producer, about a week after it had acquired a new co-host. Last fall, a new executive producer took over ''CBS This Morning'' and hired several new reporters. And no doubt something or someone new will soon be added to ABC's ''Good Morning America,'' although it has been doing very well in the ratings.
