LEAD: The Senate Ethics Committee recommended today that Senator Dave Durenberger be publicly denounced by the full Senate, ordered to pay restitution and possibly be punished by the Republican Party for what it called intentional breaking of Senate rules for personal financial gain.

LEAD: Senate Passes Civil Rights Bill The Senate passed a major civil rights bill in a form that President Bush has threatened to veto. The vote on the sweeping measure to bar job discrimination was 65 to 34. A White House spokesman said Mr. Bush would work with the House to seek a bill he could sign.
