LEAD: President Bush went to Capitol Hill today to rally Republicans around a plan that would cut the Federal budget deficit without raising income tax rates. But House and Senate negotiators predicted that a final budget deal would likely include some increase in income taxes on the wealthy, as well as a rise in gasoline taxes.
