President Bush sought today to send an unmistakable message to President Saddam Hussein of Iraq that the United States had the will to go to war, that it would soon have the means to go to war and that a war, if it came, would inevitably inflict terrible damage on Iraq. But Mr. Bush strongly hopes, his aides said, that a further show of strength will constitute such "a very strong signal, another strong signal" about the seriousness of American purpose that Mr. Hussein will pull out of Kuwait and make an offensive unnecessary.

Laventhol & Howarth, the nation's seventh-largest accounting firm, tried to take on the giants of accounting, landing such diverse clients as Jim Bakker's P.T.L. and the film maker Woody Allen. Now, with the accounting industry in a downturn, the Philadelphia-based firm is paying the price for its ambitions.

Striking workers at The Daily News are ready to make the same contract concessions to the financially shaky newspaper as their counterparts made to The New York Post two months ago, the leader of the paper's 10-union coalition said yesterday. The statement by the coalition chief, George E. McDonald, came after accusations by The News's publisher, James Hoge, that union negotiators had offered only minimal concessions in the 10 months of contract talks that preceded the strike.

Governor-elect Lowell P. Weicker Jr. made his first public appearance today since his victory as a third-party candidate on Tuesday, but he gave little indication about the direction of his new administration. Mr. Weicker said he would wait until next week before making appointments or meeting with Democratic and Republican legislative leaders. And he strongly hinted that he intended to break tradition and spend as much time as possible away from the State Capitol in Hartford, holding meetings and news conferences in Greenwich, his hometown, and other towns across the state.

In a new twist to his political gyrations over taxes, President Bush promised today that he would never again break the no-new-taxes promise that he broke last summer in the Federal budget fight. Beginning what he called the "remedial work" to reclaim his position in a divided Republican Party and heal his campaign wounds, Mr. Bush said he had "serious regrets" about "being forced" to abandon his central campaign promise to block any attempt to raise taxes.
