Norman Cousins Dies at 75 Norman Cousins, who turned a small literary weekly into a compendium of current affairs as editor of The Saturday Review for more than 30 years, died in Los Angeles. Continuing to lurch with each shift in the outlook for war, oil prices took a steep fall yesterday after President Bush called for an exchange of top diplomats with Iraq. On the New York Mercantile Exchange, oil for delivery in January closed at $28.85, down $4.06 a barrel, or 12.3 percent.

Gasoline prices will rise today as a nickel-a-gallon increase in the Federal gas tax takes effect. Page 11.

The Federal Government and the states of New York and Connecticut agreed yesterday to begin cleaning up Long Island Sound by curbing discharges of pollutants that have made parts of it a dead sea in recent summers. Under the plan, New York and Connecticut agreed to upgrade 19 coastal sewage treatment plants in New York and 24 in Connecticut to remove the pollutants before they reach the water. But because the cost could ultimately exceed $6 billion, questions have been raised about where the money would come from when both Albany and Hartford as well as Washington are struggling to make ends meet.

In the marble-faced reception halls of the Christian Democratic party headquarters in Bonn, several competing breweries were busy today setting up stands for the grand celebration anticipated for election day Sunday. That was about the only competition, or suspense, apparent at the headquarters. Otherwise the entire building, which at 10 stories is a landmark on Bonn's modest skyline, was papered with grinning images of Helmut Kohl, the "Chancellor for Germany" as the posters proclaimed.
