Nathan Leventhal, the president of the center, announced yesterday that the bastion of classical music had added a jazz department to produce concerts and other programs year round, and that Rob Gibson, the director of the Atlanta Jazz Festival, would be its executive director. Within a few years, the department is expected to become a full-fledged constituent of the center, like the Metropolitan Opera, the New York Philharmonic, the Chamber Music Society and the eight other component organizations. It would be the first such body created since the Film Society was established in 1969.

The Government's plan to sell a prized 6,200-acre real estate development north of Dallas to a Japanese businessman collapsed late Tuesday after he said he could not obtain financing. The collapse of the deal for the sprawling community of expensive homes and scenic golf courses called Stonebridge Ranch seems certain to increase a bill to taxpayers on the project earlier estimated at $270 million. The savings and loan that had backed the development was seized by the Government two years ago.

With six days remaining before the United Nations deadline for Iraq to withdraw from Kuwait or face possible military attack, the United States and Iraq failed today to reach agreement on a peaceful resolution of the Persian Gulf crisis. "Regrettably, in over six hours of talks, I heard nothing today that suggested to me any Iraqi flexibility whatsoever on complying with the United Nations Security Council resolutions," Secretary of State James A. Baker 3d said at a news conference after the meeting at the Intercontinental Hotel here. "The choice is Iraq's. If it should choose to continue its brutal occupation of Kuwait, Iraq will be choosing a military confrontation which it cannot win and which will have devastating consequences for Iraq."
