"DAN'S APARTMENT" is a new cable-television show that lets viewers call in and snoop around Dan's endearingly ad hoc one-bedroom apartment in Manhattan. Nobody's home, so the show has a deadpan, hypnotic Warhol-esque quality as the camera weaves in and out of focus to reveal Dan's stuff: a 10-speed bike in the foyer, his sister's castoff sofa, a lumpy futon, two cactuses in a window, a refrigerator studded with magnets and memos and a Dustbuster, charged and ready to go whenever Dan gets around to cleaning.

Bloodied by last year's tax revolt, Gov. Jim Florio has adopted an oddly familiar style of governing. Mr. Florio, much like his predecessor, Thomas H. Kean, is crisscrossing the state as New Jersey's chief cheerleader while allowing legislators to set the public agenda. When Mr. Kean was Governor, he kept his own distance from the Legislature while coming to personify the state in tourism commercials that promoted "New Jersey and You -- Perfect Together."

MARKETS The dollar has rebounded from a 17-month downturn that brought it to a historic low against the mark and near the record low against the yen. The American currency has risen 18 percent in seven weeks. [ Page A1. ] The dollar rose to over 1.7 marks after remarks by Germany's Finance Minister. [ D16. ] Small over-the-counter stocks continued to gain strength, but most issues leveled off. The Dow rose 2.72. [ D10. ]

After years of small changes in annual enrollment, the New York City public schools are struggling with a sudden and unexpected leap of nearly 18,000 students this year. School officials attribute the higher enrollments to an influx of foreign-born students. And with the city in the midst of a new wave of immigration, the situation is likely to intensify in coming years.

The dollar is back from its recent depths, buoyed by allied successes in the Persian Gulf and hopes for an economic rebound at home. The sudden rally has come as a surprise to currency traders, confounded some forecasters and begun to worry Government finance officials because of its potential impact on exports. In just seven weeks the dollar has leaped 17.9 percent against the German mark and nearly as much against other currencies, ending a 17-month downturn that brought it to historic lows against the mark and the Swiss franc and near record lows against the Japanese yen.
