At least 20 Somalis were killed on Sunday and dozens wounded when Pakistani peacekeeping troops opened fire on demonstrators in central Mogadishu. The shootings occurred just after 10:30 A.M. as several thousand Somalis marched down one of the main avenues in what appeared to be a protest against United Nations attacks this weekend on weapons caches belonging to a Somali clan leader.

After disclosures that Judge Stephen Breyer did not pay Social Security taxes for a housekeeper, Senate backers have started a drive to save his Supreme Court candidacy. But the situation raises difficulties for President Clinton, who dropped two female candidates in similar cases: if he nominates the judge, he risks being accused of a double standard. Jim Mc Avoy remembers well when he and a cadre of the capital's top lobbyists held their first meeting to plot the demise of President Clinton's energy tax. It was December 1992, Mr. McAvoy recalls: "I left it, and went straight to our Christmas party." Not only was the tax plan little more than Washington dinner-party grist; the President wasn't even the President yet. Mr. Clinton would not suggest squeezing money from British thermal units until February. Congress would not vote on a B.T.U. tax until May.

In what doctors termed the most important discovery for diabetics since insulin, researchers said today that the devastating complications of the disease could be prevented or delayed. They said this was possible when diabetics closely monitored their blood sugar levels with a special meter throughout the day and injected themselves with insulin four to seven times daily to keep their blood sugar at a near-normal level. In current practice, most patients do not monitor their blood so closely and give themselves one or two doses of insulin a day, which allows their blood sugar to vary greatly.

Defense Minister Kim Campbell was elected tonight to head the Progressive Conservative Party and to be the first woman to serve as Canada's Prime Minister. Prime Minister Brian Mulroney, in the last year of his second five-year term, announced his resignation in February, leading to today's convention.
