THIS year's holiday greeting cards arrive. More renditions of the manger, more pictures of triumphant angels, more images of the big fat guy in the red suit. But among the standard-issue greetings lurk notes of disaffection, even hints of rebellion. "Lose your Xmas Depression!" one greeting card reads. "Celebrate Winter Solstice!"
As the Pentagon puts the finishing touches on regulations to carry out President Clinton's policy on homosexuals in the military, the transition from the former policy has caused divisions over legal strategies within the Administration and created new problems for gay troops. The new rules and accompanying guidelines, which the Pentagon could issue in the next several days, will spell out in precise terms how commanders should enforce Mr. Clinton's new policy of "don't ask, don't tell, don't pursue." Lawyers writing the regulations have kept them under close wraps.

AS a somber mood enveloped Long Island after the six Long Island Railroad passengers died in the shooting in Garden City, a word hung in the air like smoke from the gunman's pistol. It was uttered by Nassau County Executive Thomas S. Gulotta at a news conference in Mineola just before the police announced the gunman's name. "The person who committed these crimes is an animal," Mr. Gulotta said in a deliberate tone. The words reverberated nationally and overseas, punctuating a horror that dominated the news and stoked debate about the death penalty and gun control. In the days that followed Mr. Gulotta appeared on "Donahue" on television calling for the death penalty, talked with Howard Stern on his radio program, who found no fault withy his words, and snubbed the Rev. Jesse Jackson, who preached at the Cathedral of the Incarnation in Garden City. Mr. Jackson and others said no man is an animal, but worse, to apply the word to a black man added a racial slur, intentionally or not, to the act of a deranged person whose color was irrelevant.
