BEFORE entering the Davids Island venture in New Rochelle, Donald Trump may want to visit a rough-hewn 260-acre site overlooking the Hudson River here. It is being laid out as a private golf club -- with $100,000 membership fees -- and is considered a triumph of successful negotiations between the developer and village residents and officials. "We see this," said Robert W. Elliott, now in his fourth year as Mayor of Croton, "not only as a model in terms of how to build with minimal impact to the environment but how a developer can work with the community."

Where 60,000 chickens once clucked and fed, thousands of Bosnia's ragged dispossessed now mingle in the mud, lugging containers of water and bundles of soiled clothing through a landscape awash with sewage and misery. They are Bosnian Muslims, these children playing amid stinking piles of garbage, these women crouched in vast chicken coops stirring soup over makeshift fires, these men chopping firewood in the gloom, yet the distinction between their lot and that of animals is not easy to discern.

IN an unmistakable sign of its bedrock Republicanism, Long Island showered Republicans with victories in the elections last week while denying Gov. Mario M. Cuomo the close second that he needed to beat the Republican challenger, State Senator George E. Pataki, statewide. The results belied Election Eve polls that showed Mr. Cuomo abreast of Mr. Pataki in Nassau and close in Suffolk. In the end Mr. Pataki won easily in Nassau and decisively in Suffolk on his way to ending Mr. Cuomo's 12 years in Albany, as well as probably dooming Mr. Cuomo's proposal for a $9 billion state takeover of the Long Island Lighting Company.
