BEFORE entering the Davids Island venture in New Rochelle, Donald Trump may want to visit a rough-hewn 260-acre site overlooking the Hudson River here. It is being laid out as a private golf club -- with $100,000 membership fees -- and is considered a triumph of successful negotiations between the developer and village residents and officials. "We see this," said Robert W. Elliott, now in his fourth year as Mayor of Croton, "not only as a model in terms of how to build with minimal impact to the environment but how a developer can work with the community."
