The bodies of a state trooper who fatally shot his wife and then killed himself were found in their home on Sunday, the authorities said yesterday. Andrew P. Seals, 27, and his wife of two months, Kris Nicole Taylor Seals, 25, had been dead for several days, The Associated Press reported. Trooper Seals joined the state police 14 months ago.

You can still buy a small, boxy Yugo car here, but you have to wait for months. When cars are finally delivered, the more fortunate buyers find they are missing mirrors, upholstery panels or ash trays. The unfortunate ones must clank their way to the nearest garage, where work immediately begins under the hood. "As soon as I drove away, I had a leak in the fuel hose," Branislav Cuckovic, 23, said of his Yugo. "A week later the brakes failed, the window handles broke off and the transmission went. I've spent all my money just to keep it going."

Even as Mayor Rudolph W. Giuliani maneuvered today to install a new president of the Board of Education, talks in the State Capitol on revamping the governance of the school system were stalled, largely because of a debate over whether a mayor should be able to exert the influence over the board that Mr. Giuliani is demonstrating. For much of the last year, Gov. George E. Pataki and legislative leaders have been discussing plans to alter the management of the New York City schools. But the Democrats, who are the majority in the Assembly, have adamantly opposed a proposal by Mr. Pataki to abolish the Board of Education and give the Mayor far more authority over the system, including its budget and the selection of its chancellor.

On the day after the holiday plunge, the bond market teetered and then steadied. The stock market teetered, steadied and then fell further. The result -- a fall in the Dow Jones industrial average of 37.31 points, to 5,550.83 -- left the Dow down 2.7 percent over the last two trading days.

At a time of sharply declining crime rates, New York City will receive a $60 million Federal grant over the next three years to put 800 new police officers on the street, Federal and city officials said yesterday. The money could raise the size of the force from a current 37,500 members to 38,300, close to its all-time record, by early next year. The money -- the largest of a series of community-policing grants to be announced by the Justice Department this week -- is the city's second infusion of cash under the 1994 omnibus crime law, a $30 billion measure that banned many assault weapons and provided money for new prisons and 100,000 more police officers for cities and towns across America during the 1990's.
