Charles W. Juntikka, a bankruptcy lawyer who lives on the Lower East Side, has tackled New York's arcane and complex petition process to promote a major change in the city's campaign finance law. Mr. Juntikka said he has spent his $40,000 savings to send teams of teen-agers to collect signatures in the hopes of placing two questions on the Nov. 5 ballot, one creating a $100 limit on campaign contributions and another requiring public debates for all city candidates who take public financing.
