In a Congress where the campaign fund-raising season is in high gear, a handful of lawmakers portray themselves as purer than the rest because they refuse to accept donations from political action committees, long criticized as sources of big money from groups wanting to exert influence. But while these Congressmen say ''no'' to PAC's, a close look at campaign finance records shows that some still accept large donations from businesses in their districts and from companies whose fates are affected by their legislative decisions.
