Labor organizers said yesterday that Gov. Christine Todd Whitman's proposed welfare plan would harm people who currently hold jobs. The New Jersey State A.F.L.-C.I.O. said workers would be laid off or denied jobs so that the positions could be filled by welfare recipients who would continue to receive health and child-care benefits from the state. To protect workers from being displaced, the labor organization said that participants in the so-called Work First program should be paid the same wages as other employees performing similar duties. But Kathy Krepcio, director of policy and planning for the State Department of Human Services, said that the new Federal welfare law prohibited employers from getting rid of workers to hire welfare recipients. Ticket-holders looking for refunds from the newly defunct Kiwi Airlines will have to take their place in line with the carrier's other creditors, company officials said yesterday. Travelers who bought tickets after Kiwi filed for bankruptcy Sept. 30 are considered preferred creditors and should send their tickets back to the airline for refunds, said Stan Brown, Kiwi's vice president for sales and marketing. Those who bought their tickets before Sept. 30, meanwhile, must file a claim with the Clerk of the United States Bankruptcy Court in Newark. The airline stopped flying Tuesday after failing to find an investor to keep it running during reorganization.
