I.B.M.'s Deep Blue Beats Kasparov in Chess Match The I.B.M computer Deep Blue unseated humanity, at least temporarily, as the finest chess-playing entity on the planet, when Garry Kasparov resigned the final game of the match after just 19 moves. The swift denouement to the bitterly fought contest came as a surprise, because until the last match Mr. Kasparov had been able to summon the wherewithal to match Deep Blue's every gambit. $(Page A1.$)

Mayor Arnold W. Webster faces a tough time this month with four challengers vying for his post and state legislators weighing whether it should take control of city finances. State officials plan to consider legislation later this month that would give the Legislature final say over all spending in Camden, the state's poorest municipality. The city floated a $100 million budget last year though it raised only $21 million in local revenue, and has been dogged by a dwindling tax base as well as charges of inept governing and corruption.
